Tobin brings more than 34+ years of federal experience to Rigil.
WASHINGTON – Robert M. Tobin, former Federal Aviation Administration Senior Executive/Director for Business Partnership Services in the FAAs IT shared services organization has joined Rigil as the Senior VP for IT Services. Mr. Tobin‘s career spanned 34 years at the FAA, including over 30 years as an air traffic controller and manager in the Air Traffic Organization (ATO). An energetic and passion leader, his 2004 move to the ATO IT organization and ultimately to the AIT shared services IT organization was driven by a strong desire to bring people, process and technology together to find the best path forward for the FAA, regardless of the situation. He was the legacy ATO CIO who played a critical role in the formulation and execution of the shared services strategy that resulted in the stand up of the AFN/AIT shared services organization that is in place today.
Mr. Tobin also stood up the Business Partnership Services (BPS) organization in the FAA’s shared services Information Technology organization. BPS was a customer-focused organization of 120 plus Feds & 300 plus support contractors with a budget of over $28M who serve 48,000 plus customers in the FAA.
He created the vision & strategy to consolidate multiple help desks across the FAA into one shared service model that is the first of its kind in the agency. He led the associated acquisition that resulted in the turn on of a single enterprise service in October 2015 with a single set of metrics & a single user experience across the FAA for 48,000 users.
In 2014, he spearheaded a review of ATO applications that resulted in the first complete view the FAA had of the 60 plus applications in this part of the organization. The outcome was a comprehensive depiction of the “as is” state of the portfolio, the start point for the “to be” strategy for future sustainment decisions & the framework for 4 similar efforts that are now underway.

Robert is an active member of the ACT-IAC Fellows program and the Air Traffic Control Association.
