This ensures the full value proposition, including benefits, risks, and costs, of every IT investment is properly captures thus enabling its selection for funding.

MANAGE IT PORTFOLIOS

We assess the current state of IT Investment Portfolios Management, identify improvement areas, devise solutions, and implement a plan to achieve the desired “to-be” state. By developing and implementing an Integrated Management Framework, we provide a seamless and streamlined process for Selecting, Controlling and continuously evaluating the performance of individual investments and the overall portfolio.

CONDUCT ALTERNATIVE ANALYSIS OF PROPOSED SOLUTIONS

We perform a Cost Benefit, Sensitivity, and Trade-Off Analysis for each identified and viable solution alternative. This provides user confidence in the selection of the best solution knowing that Costs, Risks, Benefits, Performance Requirements, Security, and Mission requirements have all been thoroughly evaluated for each alternative.

ANNUAL OMB BUDGET SUBMISSION AND REPORTING

We coordinate the gathering, evaluation, preparing and submis- sion of all materials as required by OMB A-11, Congress, or any other governance entity. This provides assurance that every IT investment business case (Exhibit 300) and overall IT Investment Portfolio (Exhibit 53) is submitted to OMB as required on time and error free. Ensure accurate information is submitted to external entities such as OMB, GAO and/or Congress as required.

CASE STUDY: DEVELOPMENT AND IMPLEMENTATION OF AN APPLICATION TO MANAGE IT INVESTMENTS.

For a large Federal Agency, and through the implementation of our proprietary iViews tool, Rigil supported an IT Investment and Program Management organization by developing multi-fiscal-year,enterprise-wide, IT Investment Portfolio Budget and Spend Plans. For the first time the organization is able to have a centralized repository of all investments expenditure profiles from which historical, comparative and many other analysis of financial data can be conducted, interpreted, and reported upon to key leadership.

For this particular organization, our team developed, prepared, and presented a comprehensive view of the organization’s Shared Services Funding History Briefing to the Chief Information Officer (CIO) and members of the executive team for the purposes of understanding the current state of Shared Services spending, anticipating trends, and allow for data-based decision making.

This analysis, which required significant data research and gathering from various budget and financial management systems including iViews and other financial systems, is now critically important as it provides the key stakeholders with discrete breakdowns of its spending related to Core IT Service Categories, Enterprise Programs, IT Security and Privacy, and other views of its budget.
