The Human Capital and Training Solutions (HCaTS) Program is the result of partnership between the U.S. Office of Personnel Management (OPM) and General Services Administration (GSA). Comprised of two indefinite-delivery indefinite-quantity (IDIQ) government-wide task order contracts, HCaTS and HCaTS SB (Small Business), the contracts provide next-generation training and development, human capital, and organizational performance improvement services to federal agencies. As an HCaTS SB (Small Business) awardee, the ten-year contract enables Rigil to provide Human Capital Training and Solutions to federal agencies and other entities in three Key Service Areas (KSAs).


Rigil’s approach to creating performance-based training is rooted in the ADDIE (Analysis, Design, Development, Implementation and Evaluation) instructional design model. In addition to ADDIE, alternative instructional design models we use to meet our customers’ requirements include Rapid Prototyping, Guaranteed Learning, and the Systems Approach.

We help you define training needs through a combination of job, task, and gap analysis. We then transform those needs into a set of behavioural learning objectives and apply KSA (Knowledge, Skill, Ability) categorization to develop scalable, tailored courses and lessons. We offer a full range of training delivery methods, including Instructor-led Training (ILT), Web-based Training (WBT), Interactive Multimedia Instruction (IMI) and Mobile Learning.

Training performance and outcomes are subsequently evaluated against program objectives to ensure overall effectiveness.
